General Position Summary

The (Sr) (Lead) Engineer position provides support for real-time EMS system model development and maintenance including tuning and maintenance of the State Estimator. The Engineer will coordinate the EMS database update and display building process to insure a coherent system model providing accurate modeling of real-time power system conditions in the Common Information Model (CIM) modeling tool. Other responsibilities include system database expansion for support of new and existing members, interfacing with Operations, Planning and Markets staff to incorporate requested application, display, and model changes, tuning of the State Estimator program and conversion of the EMS system model into a format suitable for use by the PJM Markets, Settlements and Fixed Transmission Rights (FTR) systems. The engineer will also design, test and perform maintenance to the PJM EMS. Additionally the engineer may be asked to present and represent the department in member and other stakeholder meetings or even industry meetings. Sometimes this may include coordinating and directing such meeting groups.

Essential Duties and Responsibilities

  • Define and Maintain Bulk Power Transmission model and Generator model in EMS
  • Define and Maintain mapping of SCADA data to the model and telemetry data accuracy in EMS
  • Evaluate and Maintain model data accuracy in EMS
  • Ensure accurate modeling for Automatic Generation Control (AGC) in EMS, and for markets systems
  • Develop and ensure accurate display of Single Line diagram model and information in EMS
  • Define, support and maintain Bulk Power Transmission Model and Generator Model for Operator Training Simulator (OTS) and support OTS translation and other needs as appropriate
  • Design Unix scripts, Fortran programs and displays to enhance/automate the study system of EMS, including interaction with EMS vendors to complete implementation and testing
  • Support the specification, design, testing and development of the EMS system to ensure that it meets PJM's changing functional requirements, including interaction with EMS vendors to complete implementation and testing
  • Design Unix scripts, Fortran/C programs and displays to enhance the EMS system and provide a user friendly man machine interface
  • Coordinate model updates to support new transmission and generation upgrades as part of the PJM Regional Transmission Enhancement (RTEP) projects and other updates provided from members, operations, planning and markets staff.
  • Coordinate model updates, and technical modeling support with adjacent regional entities/ RTO’s in support of external models and Market to Market coordination
  • Creation and maintenance of departmental process and procedure documentation to ensure compliance with PJM Operating Agreement, manuals and all applicable NERC and FERC requirements.

Characteristics and Qualifications

Required

  • BS, Engineering or Electrical Engineering
  • At least 5 years of experience real-time Energy Management System databases
  • Ability to produce high-quality work products with attention to detail
  • Experience in quantitative and qualitative analysis
  • Ability to use mathematical and electrical theory
  • Ability to troubleshoot and provide technical support
  • Ability to use mathematical and electrical theory


Preferred

  • MS, Engineering
  • Experience with PJM operations, markets, and planning functions
  • Experience using PSS/e (power system analysis program)
