General Position Summary

The primary function of the (Sr.) Engineer is to provide technical support for the activities of the Generation Department. The Generation Department personnel are considered to be PJM’s subject matter experts on generation operations activities, support for generator operational data requirements, resolution of operational issues, generation outage planning, generation performance monitoring, hydro scheduling and coordination, gas/electric coordination, forecast applications for load forecasting, wind and solar power forecasting, automatic generation control (AGC) support and generation related ancillary market support including regulation and black start services, and generator compliance issues. Department personnel provide on-call technical support for PJM’s 24x7 Dispatch function and support the needs of PJM’s generation owners in meeting their goals and objectives.

This position is focused on automatic generation control (AGC) subject matter expertise in support of PJM generation operations activities.

Essential Duties and Responsibilities

  • PJM AGC Data Model Support: Provide support and maintenance on an as-needed basis for the PJM AGC data model involving addition, modification, and retirements of the following AGC data model objects:
  • Generators and DSR (demand side resources)
  • Internal & External Tie Lines
  • Dynamic Transfers (Pseudo-Ties and Dynamic Schedules)
  • Ancillary Market Regions, Control Zones, and Transmission Zones
  • External Pools & External Pool Groups
  • Generation Fleets
  • Troubleshoot and modify underlying transfer code for population of the above AGC data model objects.
  • PJM Core AGC Function Support: Provide SME support for development, modification and maintenance on an as-needed basis for the following PJM core AGC functions & displays:
  • Load & Frequency Control
  • Frequency Selection
  • RTO Overview (RTO ACE, Net Actual & Scheduled Interchange Calculations, AGC Calculated Generation & Load)
  • Tie Line Status & Generation Control details.
  • Regulation Controller Design/Maintenance; Regulation Test Support/AGC signals,
  • Performance Monitoring – NERC BAAL & CPS calculations,
  • Data transfers via business service protocols (BSP) between AGC and other Markets/Operations systems,
  • Site Support & System-Sync,
  • Troubleshoot and modify underlying transfer code for the above core AGC functions/displays.
  • Non-AGC Function Support: Provide support and maintenance on an as-needed basis for PJM’s non-AGC functions & displays:
  • Reactive Interface Calculations,
  • Instantaneous Reserve Check,
  • Load Dump Allocation displays,
  • Operator Training Simulator
  • Design, troubleshoot and modify underlying transfer/supply code as needed for the above non-AGC functions/displays.
  • Monitoring and ensuring alignment with AGC-related NERC Standards.
  • Support PJM EMS Upgrade Project: Participate in design, documentation, and training related to the PJM EMS upgrade project. Provide solutions to technical issues ensuring the delivered solution meets the technical specifications and design requirements.

Characteristics and Qualifications


  • BS, Engineering
  • At least 5 years of experience Control Theory education and experience. Coding skills: Familiarity with coding languages such as ANSI C, C++, PL/SQL
  • Ability to produce high-quality work products with attention to detail
  • Experience in quantitative and qualitative analysis
  • Ability to use mathematical and electrical theory
  • Ability to troubleshoot and provide technical support



  • MS, Engineering
  • Experience with developing and maintaining programs in coding languages such as ANSI C, C++, PL/SQL
  • Experience with design, operation, or maintenance of AGC (automatic generation control) systems
  • Strong working knowledge of AGC-related NERC Standards
  • Experience with PJM operations, markets, and planning functions
