General Position Summary

The (Sr.) QA Analyst position role reports to the Manager of the Quality Management (“QM”) department which also has responsibility for the Enterprise Change Management (ECM or CM) function at PJM, because of the close ties between both the QA and CM portions of the SDLC process, but also because of the integrated relationship between the QA tool and the CM suite of tools. This role is expected to work closely with the CM team in jointly defining and implementing requirements for the tool suite as an integrated whole.
This position is providing testing services to project teams and departments at PJM, a key aspect of this role is the actual performance of testing in the PJM application and system environments. This role is responsible for the overall methodology practices PJM uses within the ogranzation.

Essential Duties and Responsibilities

  • Understand and effectively communicate and customize PJM SDLC processes, methods and practices for project teams ranging from small enhancement projects to large, multi-million dollar implementations;
  • Create, develop and implement innovative approaches for quality assurance and testing within a technology environment commensurate with PJM SDLC practices, policies and procedures, and good business judgment;
  • Direct the development of quality assurance benchmarks and metrics to assure the ongoing effectiveness of relevant processes and systems with the division.

  • Actively participate in the development of the department and Division Strategy as it relates to the quality assurance and testing aspects of any initiative at PJM.
  • Participate as required in the annual expense and capital budget process for the department and division.
  • Provide training and mentoring through multiple avenues including CoP meetings, one-on-one sessions, and project team training sessions
  • Develop training materials and related documentation to support process implementation and training
  • Own the product management of Quality Center (11.x), including:
  • Implementation of Quality Center project customizations to support project level and enterprise level tool use and adoption.
  • Management of defect data exchange functions between QC and ClearQuest, external vendor systems, and data connections to other systems such as Remedy
  • Creating and customizing reports through the excel document generator function for teams and management;
  • General product administration, maintenance and upgrades, including working with management, the customer base, and IT support functions to prioritize and implement requests for change (RFC) to the system or the system's processes, originating from changing business needs, HP hot fixes/patches/upgrades, or defects with the current implementation
  • Provide training to the user base (both to new users and to existing users on enhancements and general refresher training)
  • Provide reporting to PJM management on system health and usage
  • Provide reporting to PJM management on the effectiveness of QC utilization at PJM, and effectiveness and efficiency of QC processes (from a Quality Center perspective)
  • Assist the Lead QC Admin as the first level of contact from PJM to the QC Support Contract representative (typically HP) for all QC bugs, user support requests that cannot be handled in house, patches and upgrades, and license management;
  • Perform Testing duties as assigned including:
  • Understand project priorities and ensure the areas of functionality are being tested appropriately;
  • Develop or lead the development of testing objectives and related control objectives.
  • Develop or lead the development of appropriate test strategies and approaches.
  • Direct the work of infrastructure and database teams to identify requirements and availability of all necessary test environments, ensure support for all necessary testing for a given application, including: product (functional) test, regression test, performance test, integration test and user acceptance test;
  • Assure that test data, scripts, documentation and expected results for all tests are maintained as appropriate;
  • Assume a lead role in projects, including contributing to the development of project plans related to quality assurance and the testing function;
  • Take a lead role with the department manager and other key stakeholders in the evaluation, selection and implementation of appropriate testing tools for specific testing applications (such as performance or automation testing) when required;
  • Demonstrate ability to work independently and to train, guide, or assist others in the completion of assignments;
  • Build and develop strong relationships with divisional business area clients by providing superior customer support as demonstrated by clearly owning, resolving and communicating issues and problems; being responsive to needs, requirements, and deadlines; and generally promoting goodwill in a professional and trust-building manner.

Characteristics and Qualifications


  • BS, Computer Science
  • Ability to produce high-quality work products with attention to detail
  • Ability to communicate effectively in a team environment
  • Experience in quantitative and qualitative analysis
  • Experience using verbal and written communications skills
  • Ability to use Microsoft Office Suite (MS-Word, MS-Excel and MS-PowerPoint)


  • MBA, Business Administration
  • Experience with PJM operations, markets, and planning functions
  • Experience supporting any of PJM Committees
