General Position Summary

The purpose of this position is to meet the applications development needs of PJM. ITS is committed to implementing and supporting the computer systems required by projects as approved and funded by PJM management, as well as to support the reliability of grid operations by protecting PJM's investment in heritage/legacy computer systems. It is the role of ITS to ensure that we have sufficient staff to provide the necessary support for those projects and systems.

The (Sr.) Application Developer is responsible for supporting the entire Software Development Life Cycle (SDLC). Responsibilities include user requirements gathering, system design, application construction and application testing. The (Sr.) Application Developer is responsible for producing and maintaining deliverables from each stage of the SDLC, including requirements documents, design documents and models, source code and documentation, and test results.

Essential Duties and Responsibilities

  • Support all phases of the software development lifecycle, including Requirements Gathering, Analysis, Design, Testing, Implementation, and Production support for PJM software systems.
  • Follow the department methodology for application systems development and maintenance.
  • Perform software development in the most economically feasible manner.
  • Focus on quality deliverables.
  • Willingness to respond to support calls in off-hours in order to support 24X7 applications.
  • Develop, debug and test computer applications based on user requirements documentation, and on input from subject matter experts.
  • Assist testing staff in developing product and integration testing approaches.
  • Debug, remediate and enhance existing computer applications based on documented variances and enhancement requests, and with guidance from subject matter experts.
  • Develop and maintain design documents to be used to develop applications.
  • Understand and apply all development standards, processes and procedures.
  • Ensure all security and development standards are followed throughout the SDLC.
  • Work with the database analyst to develop a data model appropriate to the application development solution.
  • Work with customers to identify system requirements. Ensure customer acceptance by soliciting their involvement on designs, functionality, and testing.
  • Be active in project planning, providing design, technical details, resource requirements/commitments, and development estimates.
  • Provide coordination with other information systems efforts to ensure consistent approaches and standard interface mechanisms and approaches.
  • Proactively identify and recommend enhancements to existing systems.
  • Proactively identify and recommend application system solutions to business problems.
  • Identify enhancements to application development standards and best practices.
  • Build and develop strong relationships with ITS's business area clients by providing superior customer support as demonstrated by clearly owning, resolving and communicating issues and problems; being responsive to needs, requirements, and deadlines; and generally promoting goodwill in a professional and trust-building manner.

Characteristics and Qualifications


  • BS, Computer Science or Equivalent work experience
  • 0-5 years of experience programming experience
  • Ability to produce high-quality work products with attention to detail
  • Ability to visualize and solve complex problems
  • Ability to apply analytical and mathematical solutions
  • Experience in developing applications using Oracle PL/SQL
  • Experience with Java-based web development frameworks and technologies including JSF (PrimeFaces or Rich Faces), Struts 2, Spring MVC/WebFlow and component technologies including HTML, JSON/Ajax, CSS and XML
  • Experience in developing web services (SOAP-based and RESTful)
  • Experience with SOA, service-oriented concepts and web services (SOAP-based and RESTful)


  • MS, Computer Science
  • Experience with PJM operations, markets, and planning functions
  • Experience developing Oracle Stored Procedures/functions/packages
  • Experience using Agile development methodologies such as test driven development, behavior-driven development, Extreme Programming (XP), etc.
