  • General Position Summary

    The Reliability Compliance Department is responsible for assisting in the development, coordination, monitoring, and communication of all electric reliability standards that are developed by the North American Reliability Council (NERC), the North American Energy Standards Board (NAESB) and the Regional Compliance Entities. The (Sr.) Analyst/Engineer - Reliability Compliance supports this mission through key activities in the following areas:

    NERC Coordination
    NAESB Coordination
    Reliability First Coordination
    SERC Reliability Corporation Coordination
    ISO/RTO Council (IRC) Coordination
    Standards Development
    Compliance Coordination and Evidence Development
    Compliance Self-Assessments
    Self Certifications & Spot Checks
    Regional Audits
    Reliability Planning & Assessments
    Committee Participation & Leadership

    Essential Duties and Responsibilities

    • Employee must be able to work independently and as part of a team on work assignments. These assignments are broad in nature involving the compilation, preparation, and analysis of various statistical/analytical data, reports, statements, studies, or projects.
    • The employee would be responsible for providing analysis on many areas of ISO/RTO Operations and Planning, and recommending changes/enhancements to PJM policies and procedures. Employee will also be responsible for developing performance metrics for ISO/RTO goals and for developing the associated reporting processes.
    • The employee will be required to serve in a leadership role for PJM Projects as well as NERC, RF, and SERC, task forces and working groups, and to actively participate and lead electric industry forums.
    • The employee must possess demonstrated abilities of effective analytical and reasoning capabilities, refined verbal skills, and presentation skills. Candidate must also possess the ability to effectively present information to peers, PJM management, PJM Stakeholders, and public groups.
    • The employee must be able to define problems, collect data, establish facts, determine possible solutions and draw valid conclusions. In addition, the employee must possess the ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
    • Work with identified stakeholders to ensure resolution of identified standards risk.
    • Assist in the conduct of PJM audits of PJM Transmission Owners.
    • Conduct a review of new or revised standards, procedures or policies to identify changes needed to ensure continued compliance.
    • Support PJM personnel serving on Standards Drafting Teams, as well as NERC and Regional committees and working groups.
    • Participate in standards reviews and submission of feedback as part of the NERC and Regional Standards Development Process.
    • Develop recommendations providing guidance on NERC and Regional standards directly impacting PJM systems, capabilities, and reliability.
    • Work with affected PJM stakeholders to develop, implement, and manage routine operations reports relevant to documenting and demonstrating compliance to NERC and Regional standards.
    • Prepare PJM for NERC and Regional Compliance Audits, Spot Checks, and Self-Certifications.
    • Update compliance tools, track effort and progress of audits and investigations, and manage library of compliance documentation.

    Characteristics and Qualifications


    • BS, Engineering, Business or equivelent work experience
    • Ability to produce high-quality work products with attention to detail
    • Ability to communicate effectively in a team environment
    • Experience in quantitative and qualitative analysis
    • Experience using verbal and written communications skills
    • Ability to use Microsoft Office Suite (MS-Word, MS-Excel and MS-PowerPoint)
    • Experience with interchange arrangements, Bulk Power relationships, and FERC procedures
    • Experience in FERC or State public utility commission advocacy
    • Experience with PJM’s internal systems, processes, and methodologies relative to NERC CIP
    • Experience with the PJM bid-based energy market, open access transmission tariff, PJM Operating Agreement, NERC and Reliability First Operating Policies, and PJM Operating Procedures


    • MBA, Business Administration
    • At least 4 years of experience Direct PJM Operations and/or Planning experience.
    • 0-5 years of experience Work experience as a formal auditor.
    • Experience with PJM operations, markets, and planning functions
    • Experience supporting any of PJM Committees
