  • General Position Summary

    The Stakeholder Affairs Consultant will work under the guidance and direction of the Manager, Knowledge Management Center. This team will partner with the Director, Stakeholder Affairs, Client Management and State Government Policy to ascertain and understand concerns (or opportunities) relative to the membership, other engaged stakeholders, and work to address those concerns (or opportunities). The Stakeholder Affairs Consultant will focus on increasing the understanding of current PJM business initiatives as it relates to the Stakeholder Process. They will serve as the point of contact for Members within the Stakeholder Process with a focus on becoming knowledgeable about current topics under discussion and developing relationships with Members to gather intelligence about member concerns, interests and suggestions for process improvement in order to communicate information to PJM employees or leadership when appropriate. In addition, this role would be responsible for the coordination and process support for all of PJM's member committees and other PJM stakeholder groups. The Stakeholder Affairs Consultant works with PJM Leadership to develop and implement strategies to build effective stakeholder support for issues that are considered in the PJM stakeholder process. In addition, the consultant will work with the Sr. Stakeholder Process Specialist who is responsible for assisting the Director, Stakeholder Affairs with the maintenance of the PJM Stakeholder Process Manual, identifying and implementing efficiencies to the stakeholder process, and educating internal staff and stakeholders on PJM's processes and procedures.

    Essential Duties and Responsibilities

    • Support the Liaison Committee, General Sessions, Sector Whip process and the Members Committee/Markets and Reliability Committee Secretary.
    • Lead the Facilitator Feedback Process and Facilitator Clinic.
    • Complete Facilitation Training, continuously act in a key stakeholder role (i.e. secretary or facilitator); ultimately be prepared to be a facilitator as needed.
    • Partner with Director, Stakeholder Affairs as lead liaison for all committees (and related task forces and subcommittees) – focus on ensuring consistent implementation of M-34; becoming knowledgeable about current topics under discussion; developing relationships with Members – intelligence gathering about member concerns, interests and suggestions for process improvement; and communicating intelligence to appropriate PJM employees or leadership.
    • Lead the internal process for coordinating stakeholder committee and task force meetings including internal prep meetings, agenda and material postings in compliance with M-34, oversee the creation and coordination of stakeholder meeting calendar.
    • Represent Stakeholder Affairs in Quality Assurance Committee/Process.
    • Develop and implement processes and tools to ensure timely and accurate performance of all aspects of the PJM Stakeholder Process which includes the development and communication of effective strategies that support the continuous evolution of the Stakeholder Process.
    • Support PJM stakeholders, committees and internal functions to effectively address emerging issues.
    • Develop and maintain a working knowledge of current issues in PJM's Stakeholder Process.
    • Coach PJM staff (committee chairs, secretaries, facilitators) on PJM's Stakeholder Process Manual, effective facilitation techniques and the relevant tools/systems available.
    • Lead all activities related to the development of training materials and guides on effective facilitation for PJM employees.
    • Demonstrate the ability to present complex issues to senior management and stakeholders in support of a collaborative decision making process.
    • Create and continuously review all analytical information related to stakeholder meeting voting history in order to inform PJM Leadership on relationships between stakeholder positions and voting compared to topics.
    • Learn the role of Stakeholder Process Specialist and be able to fill in on all duties assigned. Act as a lead for Stakeholder Affairs internal processing team.
    • Support State and Member Services intra-divisional communication process and corporate strategic communication development and implementation; coordination with corporate communications and Federal Affairs; participation in External Communications Alignment process.
    • Perform responsibilities with focus on PJM core values (ICARE) and PRiDE (Personal Responsibility in Delivering Excellence).

    Characteristics and Qualifications

    Required

    • BS, Business Administration
    • At least 5 years of experience
    • 2+ years of leadership experience in a managerial/supervisory role.


    Preferred

    • MBA, Business Administration
    • 5-10 years of leadership experience in a managerial/supervisory role.
    • Ability and desire to build relationships and interact with a wide range of stakeholders and staff to maintain and enhance PJM’s customer service reputation
    • Experience with PJM operations, markets, and planning functions
