  • General Position Summary

    The (Sr.) Engineer will support the competitive transmission solicitation process that PJM implemented in response to FERC Order 1000. Through this process, PJM provides a platform by which transmission developers validate, review and provide competitive transmission solutions for reliability criteria violations as well as market efficiency analysis of the PJM system. Infrastructure Coordination plays a key role in the proposal evaluation and selection process. Key competitive evaluation elements include designated entity authorization, overall project constructability evaluation and cost containment evaluation.

    The (Sr.) Engineer will engage in a variety of other Infrastructure Coordination activities that support the planning function.

    Essential Duties and Responsibilities

    • Project Management: Serve as a liaison and develop required external interfaces between PJM and transmission owners, generation and merchant transmission Interconnection Customers, and other key stakeholders regarding engineering & design, construction, outage planning and commissioning for new interconnections to the PJM Bulk Electric System.
    • Coordinate project work plans for generation and transmission system reinforcement projects involving multiple customer needs across multiple transmission owner systems.
    • Perform project management functions related to establishing time lines and monitoring achievement of milestones and critical path tasks from engineering design to Commercial Operation of projects.
    • Occasional travel to construction sites and project meetings to review the project status of substation, transmission and generation interconnection projects.
    • Coordinate, develop and issue all required studies and agreements related to generation, merchant transmission, and other interconnection projects.
    • Maintain compliance with applicable NERC and FERC standards concerning the Interconnection Process.
    • Following issuance of FERC Order 1000, PJM planning currently administers a competitive transmission planning process. The following responsibilities support this competitive planning function.
    • Support the submittal and evaluation processes of project proposals by competitive transmission developers.
    • Suppot the analysis and evaluation of competitive proposals.
    • Coordinate with PJM Planning Staff to evaluate the constructability and cost containment proposals to serve as an input to the overall project selection process
    • Support the development of procedures to improve competitive project selection and transparency to PJM stakeholders.
    • Prepare reports and presentations to convey the status of the competitive process and to support activities of the System Planning Division.

    Characteristics and Qualifications


    • BS, Engineering, Eletrical Engineering or equivalent work experience with Project management
    • 0-5 years of experience Project management
    • Ability to produce high-quality work products with attention to detail
    • Experience in quantitative and qualitative analysis
    • Ability to use mathematical and electrical theory
    • Ability to troubleshoot and provide technical support


    • MS, Engineering
    • At least 5 years of experience Project management
    • Experience with PJM operations, markets, and planning functions
    • Experience using PSS/e (power system analysis program)
