  • General Position Summary

    The Manager, Regulatory/Legislative Affairs will ensure that there is timely and appropriate proactive and reactive communication with state policy makers on key issues associated with PJM operations, the design and operation of the PJM markets, and the performance of regional transmission planning. This position will provide PJM with critical timely information to factor into decision making regarding changes to the rules governing PJM operations, markets and regional planning, as appropriate, and other matters affecting PJM’s relationship with the states. Additionally, as appropriate and necessary, this position will provide the state policy makers with wholesale market, operations and regional transmission planning information they need to perform their retail regulatory function or to consider their state public policies. Ultimately, this position is charged with ensuring PJM maintains a positive relationship with the states for which it is responsible.

    Manager of Regulatory/Legislative Affairs will be charged with representing PJM at formal and informal hearings and meetings with state policy makers in the executive and legislative branches of state government and coordinating with the Vice President, Federal Government Policy
    regarding the congressional delegation from the states for which the Manager is responsible.

    The Manager, Regulatory/Legislative will serve as a resource to PJM liaisons for other states, consumer advocates and environmental organizations.

    Essential Duties and Responsibilities

    • Develop professional relationships externally to advance PJM business objectives;
    • Communicate with policymakers and with the balance of PJM staff and foster an atmosphere that promotes teamwork and career growth of staff;
    • Coordination with technical personnel on issues of interest to states’ regulators, legislators and administrations, as appropriate;
    • Ability to represent PJM at speaking engagements so that PJM views can be presented at conferences and meetings, as appropriate;
    • Coordination of use of staff at relevant regional conferences and forums;
    • Attend critical PJM stakeholder meetings and report on developments as needed;
    • Assist in logistics of coordinating PJM participation in state or regional meetings
    • Represent PJM before state agencies, conferences and other external events;
    • Remain abreast of PJM Committee activity on key PJM Committees for purposes of reporting to states;
    • Provide advice and assistance to PJM communications and media efforts in the region.
    • Monitor state regulatory activities and provide recommendations for PJM as to ways it may be of assistance to the states in such proceedings.
    • Analyze, interpret, advise and provide recommendations on regulatory and legal matters involving PJM, in consultation with the General Counsel.
    • Responsible for assisting in the preparation of documents in federal and state regulatory proceedings involving PJM, in consultation with the Vice President, State and Member Services.
    • Assist in providing advice on matters concerning operations, systems planning, market services, human relations, accounting and information systems that affect the transmission and/or sale of energy and ancillary services.
    • Promote an environment at PJM that is sensitive to ethical concerns through compliance with PJM’s Core Values.
    • Coordinate activities with PJM Communications Department and the External Communication Alignment team to ensure clear and consistent messages.

    Characteristics and Qualifications


    • BS degree in Economics, Communications, Engineering or Business Administration
    • 10+ years of leadership experience in a managerial/supervisory role.


    • MBA, Business Administration
    • JD,
    • Experience with PJM Agreements and Tariffs
    • Experience with PJM operations, markets, and planning functions
    • Experience supporting any of PJM Committees
